In New York, a certificate of free sale is prepared by the NYS Department of Agriculture or by the Greater New York Chamber of Commerce. It certifies that the items are freely sold in NYS and are approved for export. A Certificates of Free Sale is good only for the single shipment and the signature of the certifier has to be notarized.
